Summary: We support and enhance the teaching, learning, research, and outreach endeavors of NMSU.
Classification Summary:
Responsible for administrative and fiscal direction for an externally or self funded operation. Formulates and implements policies and procedures, and participates in strategic and operational decision-making. Directs, coordinates, and oversees the administration of all personnel. Manages and coordinates the fiscal operations of the unit, to include development and administration of operating budgets and expenditures, supplies inventory management, third party reimbursement, and grant management.
Classification Standard Duties:
Plans, implements, and evaluates all services provided, as well as all associated administrative operations and activities. Reviews, establishes, and maintains protocol and standards, ensuring that all federal and State policies, regulations, and guidelines are met; may establish and coordinate quality improvement, safety, and infection control programs. Participates in the design, establishment, and maintenance of the organizational structure ; Oversees the supervision of personnel, which includes work allocation, training, promotion and enforcement of internal procedures and controls and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals. Manages and coordinates services and programs, Oversees all facets of the daily operations of the organizational unit, ensuring compliance with the University, state, and federal laws, policies, and regulations. Develops and manages annual budgets for the organization and performs periodic cost and productivity analyses. Manages all support activities for the program, to include supplies inventory and third party reimbursement; manages and coordinates the grant funding cycle with funding agencies. Represents the program at various community and/or school meetings; promotes existing and new programs and/or policies; serves as principal program liaison with client school administrators. Plans, develops, and implements strategies for generating resources and/or revenues for the organization. Performs miscellaneous job-related duties as assigned..

Knowledge, Skills and Abilities
KNOWLEDGE:Knowledge of clinical objectives, programs, methods, procedures, and standards within area of expertise. Knowledge of related accreditation and certification requirements. Knowledge and understanding of all facets of professional patient care within area of expertise. Knowledge of grant funding policies and procedures and applicable local, state, federal and university regulations.; SKILLS:Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Skill in budget preparation and fiscal management. Skill in the use of personal computers and related software applications. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Job Duties and Responsibilities
Reporting to the Department Head of Access Services, the Mgr,Operations assumes the administrative responsibilities for the operation of the department and its units. Specific duties include: Assists or acts on behalf of the department head in supervising 6.5 FTE staff and oversee supervision of approximately 35 FTE student employees; oversee workflows and quality control measures; work cooperatively to address facilities and safety/security-related issues, which may
require some evening/weekend hours. Collaborate with internal and external entities to establish and develop programs, services, and consortial relationships beneficial to constituents, the library, and the university. Assure compliance with established policies and procedures; develop and communicate goals and objectives for the department; and participate in the library’s management group, taking a broad library-wide perspective while representing the department’s needs. Serve on library and campus committees as assigned.
Continuing current duties: Coordinate the organization, staffing, and operational activities for all Circulation Services, including Information Service Desk and Shelving operations. Participate in the development & implementation of goals, objectives, policies & service priorities for all areas of responsibility. Identify opportunities for improving service delivery methods & procedures. Handle complex & sensitive problems involving circulation procedures, staff and library users. Works with a diverse user population.
Access Services provides services in Zuhl and Branson libraries with extensive service hours the manager also being on call, business hours details below:
Branson Library Hours: Monday-Friday 8am – 4:30pm; Sat/Sun Closed
Zuhl Library Hours: Monday-Thursday 7:30am – 2am; Friday 7:30am – 8pm; Sat 9am – 6pm; Sun 10am-2am

Standard Work Schedule: Standard (M-F, 8-5)

Environment: Work is normally performed in a typical interior/office work environment.
Physical Effort: Light physical effort. Effort applies to no more than two (2) hours per day.
Lifting Requirements: Requires handling of average-weight objects up to 10 pounds or some standing or walking.
