Summary:  Join the ISSS team at PSL as a PSL Cybersecurity Expert R&D.

Classification Summary:
As an individual researcher or consultant, serves as an authority and recognized leader, nationally or internationally in a area of research, development, test and evaluation or in a narrow but highly specialized field. Makes authoritative decisions and recommendations that have a major impact on extensive research, development, test and evaluation activities. Exercises a high degree of creativity, foresight, and advanced judgment in planning, organizing, and guiding extensive programs and activities of outstanding novelty and/or importance.

Classification Standard Duties:
Develops model concepts and approaches as an individual research, development, test and evaluation expert and acts independently on technical matters. Makes authoritative decisions and recommendations that have a major impact on extensive research activities and result in national and/or international recognition. Acts as an authority in a narrow but intensely specialized field.

Required Education, Experience, Certification/License, Equivalency
Required Education:Bachelors degree in related field; may be expected to have a related master's or higher degree.; Required Experience:Twelve (12) years of professional experience as a subject matter expert/consultant at a senior level.; Equivalency:Associate's degree in a technical field and years of experience may be substituted for a degree in specialized approved cases and/or any equivalent combination of education, training and/or experience as approved by Human Resrouce Services.; Required Certification/License:

Knowledge, Skills and Abilities
KNOWLEDGE:Authoritative and advanced knowledge of research, development, est and evaluation, and/or concepts and theories in area of specialty. Posses knowledge required to make effective decisions or to prioritize work.; SKILLS:Highly specialized skill in developing designs, approaches, and hypothesis related to complex scientific or technology problems. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse but highly specialized community.; ABILITIES:Possess requisite knowledge that underlies effective decision-making ability to design, organize, and coordinate research, development, test and evaluation projects. Ability to develop and deliver presentations. Ability to develop scientific reports and manuscripts based on original research. Ability to plan, develop, and coordinate multiple projects. Ability to plan, develop, and manage highly influential and/or groundbreaking research projects in area of expertise. Ability to use independent judgment to develop model concepts and approaches for research. Ability to utilize advanced computer statistical and technical applications.

Job Duties and Responsibilities
• Provides long-term, strategic guidance and recommendations to align with customer’s cyber mission supporting Army Transformation and Readiness requirements
• Provides deep technical expertise to advance Army Cyber and EW vulnerability analyses, develop complex technical methodologies/ tools, advance Army and DoD policy and establish collaboration opportunities with Army and DoD
• Provides expert proactive and reactive consultancy services
• Excels at identifying, shaping, and cultivating collaborative growth opportunities within the Army and DoD
• Ability to tackle high-visibility Army problems and provide solutions to address challenging Army priorities and gaps
• Provides recommendations, strategic insights, and collaboration and interface with Army and DoD stakeholders and customers
• Pursues strategic initiatives in the Cyber domain to effectively address complex Army cybersecurity vulnerability analysis and assessment requirements to overcome Army Readiness and Army Future Command challenges
• Leads strategic capture opportunities
• Assists with strategic planning for organization for cyber operations
• Provides input for technical reports, presentations, progress and status reports

Preferred Qualifications

Bachelor's degree in engineering, preferred electrical engineering, or professional field of study
• 15+ years of relevant experience working with federal, commercial, and academic, with a strong preference for experience across multiple customer agencies
• Must possess the ability to analyze the Army’s emerging technologies, industry trends, and the evolving cyber threat landscapes that encompasses the customer’s long-term strategic vision to support Army cyber requirements
• Proven capability in managing the development of products, solutions and offerings with an emphasis on cybersecurity technologies
• Proven ability to engage with and successfully influence customers, corporate leadership, and industry peers
• Knowledge of Federal business acquisition process and the Federal Acquisition Regulation
• Ability to work in a fast-paced environment
• Strong verbal and written communication skills

Special Requirements of the Position
- Must be a U.S. Citizen
- Must have a TS/SCI clearance, active or reactivated within 2 weeks
- Must maintain clearance throughout employment
- Position is subject to random drug testing in compliance with its drug-free workforce requirements

Standard Work Schedule: Shift: Other Shift

If Not a Standard Work Schedule: Compressed Work Schedule: Monday-Thursday, 9 Hour days; Friday, 8-Hour days with every alternate Friday off.

Working Conditions and Physical Effort

Environment: Work is normally performed in a typical interior/office work environment.

Physical Effort: No or very limited physical effort required.

Lifting Requirements: Requires handling of average-weight objects up to 10 pounds or some standing or walking.

Risk: No or very limited exposure to physical risk.
