Classification Summary:
Fully supports the Associate VP in the leadership and management of all facilities functions. Responsible for associative leadership of the Office of Facilities & Services (OFS) division; and direct management of the NMSU core facilities departments, each led by Directors for university maintenance, building operations which includes custodial & grounds, and utilities which includes cogeneration plant. Develop, prepare and manage the annual operating budget for assigned units.
Classification Standard Duties:
Resource and support of NMSU and OFS audit services, in the resolution of audit findings, implementation of internal controls; maintain conformance and stewardship in areas of direct responsibilities. Represent NMSU to external entities. Oversees the supervision of personnel which includes: work allocation, training, promotion and enforcement of internal procedures and controls and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Establish certification and licenses. Optimize services and coordination with approximately 100 building user representatives. Establish, improve and maintain service agreements with auxiliaries and special operations divisions. Continuously seek improvements to simply, clarify and increase effectiveness. Establish and improve support of project development, as it relates to areas of direct responsibility, through developing standards, specifications, and inspections through the evolution of design development of concept, preliminary design,detailed design stages, and presentations for approval. Applies professional expertise to solve the academic, administrative, functional, construction, and facilities service needs of university and system locations. Improve safety conditions with support of the Environmental, Health and Safety Department. Lead and support the development, implementation and continuous improvement of division wide initiatives that include the following: Policies, standards, procedures and practices for: all facilities services and functions, research centers, and other locations; partnering programs for resource leveraging and mutual benefit with university facilities service providers; facilities advisory board (comprised of representatives among the university and state system ) for assessing and improving facilities services. Develop departmental performance measures for improvement with specific measureable results.Performs miscellaneous job-related duties as assigned.
Required Education, Experience, Certification/License, Equivalency
Required Education:Bachelor's degree in a related field.; Required Experience:Eight (8) years of increasingly progressive management experience in one or more areas that report to this position.; Equivalency:Associates Degree in a Related Field and Ten (10) years of increasingly progressive management experience in one or more areas that report to this position. ; Required Certification/License:

Job Duties and Responsibilities

Continuously seek improvements to simply, clarify and increase effectiveness. Improve safety conditions with support of the Environmental, Health and Safety Department. Develop departmental performance measures for improvement with specific measureable results. Generate and publish key performance indicator reports and metrics for Facilities Operations shops and Facilities and Services. Oversees the supervision of personnel which includes: work allocation, training, promotion and enforcement of internal procedures and controls and problem resolution; evaluates performance and makes recommendations for personnel actions; resolves grievances, motivates employees to achieve peak productivity and performance. Develops annual operating budget for the organization with the Business Office. Development includes staffing plans, comprehensive reduction plans which meet departmental objectives while maintaining peak efficiency. Applies professional expertise to solve the academic, administrative, functional, construction, and facilities service needs of university and system locations. Establish, improve and maintain service agreements with auxiliaries and special operations divisions. Resource and support of NMSU audit services and Facilities and Services Business office, in the resolution of audit findings, implementation of internal controls; maintain conformance and stewardship in areas of direct responsibilities. Optimize services and coordination with approximately 100 building user representatives (building monitors). Leads the management and maintenance of the Facilities Operations comprehensive deferred maintenance program designed to improve the facility condition index for the academic, administrative and auxiliary facilities. Establish and improve support of project development, as it relates to areas of direct responsibility, through developing standards, specifications, and inspections through the evolution of design development of concept, preliminary design, detailed design stages, and presentations for approval. Develop and maintain strategic plans and schedules for programmed painting, flooring replacements, roof replacements, and other structural building system enhancements. Develop and maintain strategic plans ad schedules for programmed mechanical and electrical building system enhancements. Develop and maintain strategic plans for programmed utility systems, roads, landscaping and other infrastructure system enhancements.
