Project Development & Engineering (PD&E) has assembled an experienced team of design, engineering, and construction professionals committed to completing construction projects on time and within budget, while ensuring that all design and construction activities conform to university standards and specifications. PD&E accepts responsibility for all projects we administer.
Classification Summary:
This is a senior level project management position that may oversee any or all phases of design, development, and construction of facilities projects, and performs management duties for a wide variety of construction and renovation projects. Provides direction and mentoring to other Project Managers and Assistants. Plans projects and integrates related engineering elements for the development of construction documents. Develops specifications, conducts materials research, and selects materials required for renovations and alterations. Reviews drawings and documents to ensure compliance with specifications and standards. Works with facilities senior management to develop integrated renewal project priority listings.
Classification Standard Duties:
Prepares and reviews plans, construction bid documents and specifications for major and minor capital projects and for alteration and renovation projects. Coordinates development of project design with project architects and consultants. Conducts pre-construction conference and overview orientation of final project design drawings and specifications with project architects, consultants, and appropriate university personnel. Prepares, reviews, and integrates construction planning policies, procedures, and bid processes. Interacts with department and University senior management to ensure that the planning, programming, and presentation of the University's capital renewal needs are coordinated with the institution's broader capital agenda and legislative presentation strategy. Tracks and coordinates project progress and costs; reviews and approves construction pay estimates, change order proposals, and other construction contract documents. Monitors construction progress through on-site inspection and review. Coordinates and presents to stakeholders, NMSU management and administration. Guides consulting engineers and architects in determining construction approaches and methods most appropriate to meeting strategic and project specific objectives.

Knowledge, Skills and Abilities
KNOWLEDGE:Knowledge of all aspects of building design and construction, to include architectural, mechanical, and electrical systems, and their related renewal costs. Knowledge of space allocation practices and principles. Knowledge of construction management, project management, and all codes and regulations pertaining to construction. Knowledge and understanding of computerized facility management systems, applications, and tools. Knowledge of building engineering audit techniques, and ability to interpret results. Knowledge of contract documents and specifications. Knowledge of building design, construction, and maintenance. Knowledge of project management principles, practices, techniques, and tools.; SKILLS:Skill in organizing resources and establishing priorities. Advanced verbal and written communication skills. Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.; ABILITIES:Ability to prepare engineering documents, specifications and cost estimates for projects. Ability to design and plan major construction projects. Ability to supervise and train assigned staff. Ability to foster a cooperative work environment.
Job Duties and Responsibilities
Creates comprehensive estimates at various stages of the project from planning through construction. Depending on the project phase, multiple estimates ranging from detailed cost to rough order of magnitude may be expected. Estimates include the application of financial, project management, and mathematical principles to create accurate cost values and time schedules.
Develops and manages projects from early development stages through completion and final close out by strategic application of project management skills, knowledge, and tools, to define, price, schedule, and complete various design and construction phases for a wide variety of university
new construction and renovation projects.
Plans layout of project and integrates related architectural and engineering elements for the development of construction documents. Develops specifications, conducts materials research, and selects materials required for renovations and alterations.
Builds relationships with departmental team members, clients, and consultants, through understanding and development of programs for projects ranging in size from a few thousand to multi-million dollars.
Consults with team members and clients on anticipated planning, design, and construction schedules; reviews estimates provided by consultants; expresses knowledge of key variables affecting cost and/or benefits that support project decisions; performs risk analysis; recommend ways to reduce costs, and provide alternate methods to accomplish a goal.
Develops estimate reports containing a job brief, and numerical and descriptive information for approval and use by administration, project client, and various team members.
This position also trains other members of the department in fundamentals of estimating and use of the program, to include critical review and correction of all estimates.
